Phase-out of C6 aqueous film-forming foam (AFFF)

On September 26, 2025, the Government of Canada published a Consultation Document outlining the proposed phase‑out of C6 AFFF. The 60‑day public comment period closed on November 25, 2025. As outlined in the proposal, civilian aviation (including heliports) would be subject to a three‑year transitional period from the coming‑into‑force date, which is not expected before mid‑2029.

Hospitals and health centres are among the primary operators of Transport Canada–certified rooftop heliports capable of accommodating helicopters of 15 m or more in length, many of which require the use of Class B firefighting foams such as AFFF.
